Die Mindestziele für Kopenhagen sind:

· Die verbindliche Festlegung eines globalen Minderungsziels bei den Treibhausgasen um 50 Prozent bis zum Jahr 2050, was für die Industriestaaten eine Verringerung um mindestens 85 Prozent bedeutet,

· konkrete Zwischenziele für 2020, 2030 und 2040 mit entsprechenden Sanktionsmechanismen bei einem Nichteinhalten,

· Einbeziehung der großen Schwellenländer,

· Verständigung auf ein globales Programm zur Förderung von Energieeffizienz und erneuerbaren Energien sowie zum Schutz der Wälder, Moore und Meere,

· ein Finanzierungsmechanismus, der zwischen armen und reichen Ländern einen Ausgleich ermöglicht und auch die historischen Altlasten in die Berechnungen einbezieht,

· ein globales Umweltmonitoring unter dem Dach der UN, einschließlich eines globalen Rates für Umwelt und Entwicklung bei den Vereinten Nationen.


Die EU hat sich nicht auf eine Reduktion der Treibhausgase um 30 Prozent verständigt, was das Mindestziel ist, sondern will nur 20 Prozent festlegen und das nicht mal mit Unterstützung aller Mitgliedsstaaten.

11/05/2009 - “The window of opportunity to avert the most serious impacts of climate change is closing rapidly,” Hans Joachim Schellnhuber, director of the Potsdam Institute for Climate Impact Research and chair of the German government’s Advisory Council on Global Change, said at a briefing session at UN headquarters in New York today.

The risk of highly nonlinear changes in environmental conditions, jeopardizing the livelihoods of billions of people worldwide, is sharply increasing. However, Earth system researchers have just begun to identify the planetary boundaries that define the safe operating space for humanity, Schellnhuber pointed out.

Current atmospheric concentration of carbon dioxide of around 387 parts per million (ppm) is already exceeding the ‘safe’ boundary of 350 ppm recently proposed by researchers in the journal Nature. The concentration is much higher than the preindustrial concentration of around 280 ppm and probably higher than ever within the last millions of years.

A temperature increase of more than two degrees Celsius is likely to push components of the Earth’s climate system past critical thresholds, Schellnhuber reported. To limit the risk of disrupting elemental processes in the Earth system and to stop global warming at 2°C, humans could release no more than 750 gigatonnes of carbon dioxide by burning oil, coal, gas and cutting down forests in between 2010 to 2050.
