According to test reports by various PRC authorities including the National Center of Supervision&Inspection on Electric Light Source Quality (Shanghai) issued in September 2002, Shenzhen Academy of Metrology&Quality Inspection issued in December 2002 and approved by the State Quality Supervision Inspection Department, the energy saving products of Starway's subsidiaries may provide energy saving rates ranging from approximately 25% to 45%. The energy saving projects conducted by Starway's subsidiaries mostly relate to public or street lighting systems, government administration units, shopping malls, supermarkets, restaurants, factories and oil fields, etc. There are small and large-scaled projects: the small-scaled projects relate to restaurants, shops, small arcades, offices and households through the sale of equipment, and the large- scaled projects relate to large shopping malls, supermarkets, factories and public bodies through the provision and installation of equipment over a term usually extended for years.

Die 1% Managementgebühr sind imo eine Verspottung des Anlegers. Es findet nämlich kein Management statt wie ein Fondmanager es durchführen würde, sondern in seltenen Abständen wird über ein Rechnerprogramm die Zusammensetzung angepaßt allein anhand eines einzigen Kriteriums: Höhe der Marktkapitalisierung. Dasjenige Unternehmen, das groß ist und sich mit dem Thema beschäftigt, hat einen entsprechend großen Anteil am Index und damit am Zertifikat. Das ist ja ok - als sehr simpler rein rechnergesteuerter Ansatz. Nur für die Ausführung eines Rechnerprogramms "Management" zu nennen und volle 1% des eingesetzten Kapitals jährlich an "Managementgebühr" zu verlangen ist eine Frechheit.

Auf Seiten 42-44 wird dort auf erneuerbare Energien + Energieeffizienz + entsprechende Innovationsoffensive eingegangen.

Klar könnte es noch ambitionierter sein. Aber das ist so schlecht nicht, was da steht. Kein schwarz-weiß-Denken ist angesagt, sondern lauter erst einmal vernünftige Schritte in die richtige Richtung.

Einige Zielmarken liegen mit 2010 und 2020 weit außerhalb der Legislaturperiode, daher erst einmal nur Richtungsbestimmung.
Innerhalb der Legislaturperiode benannt:
- 2007: Überprüfung EEG hinsichtlich Verfahrensdetails.
- Innerhalb der Legislaturperiode: Änderung von EEG-Verfahrensdetails, Konzentration auf Windenergie (Repowering, Offshore, dafür die Rahmenbedingungen verbessern wie z. B. der Ausbau der Stromnetze), Initiierung einer Internationalen Agentur für erneuerbare Energien (IRENA), im Wärmebereich Fortführung des Marktanreizprogramms im bisherigen Umang + weitere Instrumente inkl. neues regenarives Wärmenutzungsgesetz

Die Solarbranche wird nicht genannt, nur die Windenergiebranche, und die im Sinne einer Unterstützung.

Biokraftstoffe: Die Mineralölsteuerbefreiung für Biokraftstoffe wird ersetzt durch eine Beimischungspflicht. Bis 2010 sollen 5,75% der verbrauchten Kraftstoffmenge aus Biokraftstoffen kommen.

Synthetische Biokraftstoffe (BTL), sonstiges im Bereich nachwachsender Rohstoffe: "Vorantreiben" (im Text nur Interessensbekundung genannt, keine Zielnennung)
